
Mr Jim Keyes was appointed as the first Chief Executive of HSENI in October 1999.
Prior to that he had worked for the Industrial Development Board for Northern Ireland (IDB). During his time with IDB he concentrated on the development of technical textile businesses.
Before joining IDB in 1998 he spent 8 years with the Industrial Research and Technology Unit (IRTU). Whilst with IRTU he managed a wide range of R&D and innovation programmes that saw significant investment in microelectronics, silicon wafer technology and life sciences.
Before this period of secondment he was engaged in the mainstream of health and safety at work regulation, working for both the Northern Ireland Health and Safety Inspectorate and the Health and Safety Executive in Great Britain, which he joined as a trainee inspector in 1974 having graduated with an honours degree in Chemistry from the Queen's University of Belfast.

Mr Dermot Breen graduated in Civil Engineering from Queen's University, Belfast in 1983. He joined the Health and Safety Division as an Inspector in 1985 and in 1993 he became a Principal Inspector with responsibilities relating primarily to the manufacturing industry and subsequently to the construction industry.
Following the creation of HSENI in 1999, he was promoted to Deputy Chief Executive in October of that year
He currently heads up the Executive's Services Division which is responsible for a wide range of activities including information and advice, legislation, HR, finance, corporate support, local authority partnership and HSENI’s small business advisory service “Health and Safety Works NI”.
He has also played a key role in the development and roll out of the pilot project aimed at transposing the Voluntary Protection Programme from the United States to Ireland, which resulted in the establishment of HSENI’s Recognising Excellence Programme in 2008.


Mr Kevin Toner graduated in Environmental Sciences from the University of Ulster, Jordanstown in 1985. After working for Belfast City Council for 7 years, he joined the Health and Safety Division as an Inspector in 1992.
Following the creation of HSENI in 1999, Kevin was promoted to Principal Inspector with responsibilities for the regulation and improvement of standards in the education sector, the establishment of new joint working partnerships with District Councils as co-enforcers in the health and safety regulatory framework and, as Head of the HSENI Communications Group, for the development and delivery of a range of new HSENI corporate information and advisory services
In 2002 he was promoted to Deputy Chief Executive and since then he has held the position of Head of both Support and Compliance Divisions. Currently he is Head of the HSENI Compliance Division.
