The proposed Regulations will replace the Freight Containers (Safety Convention) Regulations (Northern Ireland) 1992 (“the 1992 Regulations”) in order to give effect to amendments to the International Convention for Safe Containers 1972 (CSC) in Northern Ireland. The UK ratified the CSC, an international treaty, in 1978 and is therefore bound by its terms in accordance with international law.

A previous public consultation, on proposals to amend the 1992 Regulations, ran from 18 March to 13 June 2016. However, it is now proposed to replace the 1992 Regulations with a new set of consolidated Regulations, and a further consultation exercise is required.

The key changes introduce significant physical changes to the Safety Approval Plate, include additional safety tests, evaluation of examination schemes and introduce Authorised Control Officers (ACOs) and new guidance.
