Key Issues:

  • Memorandum of Understanding

First aid at work - mutual recognition arrangement between the Health and Safety Executive for Great Britain (HSE) and the Health and Safety Executive for Northern Ireland (HSENI)

HSE and HSENI have signed a Memorandum of Understanding (MoU) to allow mutual recognition of first aid at work certificates issued by organisations approved for this purpose by HSE (pursuant to the Health and Safety (First-Aid) Regulations 1981) or HSENI (pursuant to the Health and Safety (First-Aid) Regulations (Northern Ireland) 1982).

  • Revised UK resuscitation guidance

Following the recent revisions to the UK resuscitation guidelines. HSENI has informed all HSENI approved training providers involved in the delivery of first aid at work, of the timetable by which they should be compliant with the changes to UK Resuscitation protocols.

This means HSENI approved training organisations must:

    1. ensure all trainers and assessors are fully conversant of the changes before the 1st April 2011.
    2. the delivery of new protocols to students should start by 1st April 2011.
    3. all existing training materials such as presentations explaining the protocols need to be revised by the 1st April 2011.
    4. regarding training manual stocks HSENI understands there are expenses involved in re-publication and would expect the training provider to ensure a corrigendum was in place explaining the relevant changes for existing stocks. However, when these stocks are exhausted the revisions must be incorporated in revisions to these publications. However, those changes must be implemented by 31st December 2011 in accordance with the recommendations of the UK resuscitation council.
