Candidate List updated with eight hazardous chemicals

The Candidate List of substances of very high concern now contains 219 chemicals that may harm people or the environment.

Some of the newly added substances are used in consumer products, such as cosmetics, scented articles, rubber and textiles. Others are used, for example, as solvents, flame retardants or in the manufacture of plastics products. Most of them were added to the Candidate List due to their hazards to people, being toxic for reproduction, carcinogenic, respiratory sensitizers or endocrine disruptors.  

Companies must follow their legal obligations and ensure the safe use of these chemicals. They also have to notify the European Chemicals Agency (ECHA) under the Waste Framework Directive if their products contain substances of very high concern. This notification is submitted to ECHA’s SCIP database and the information will later be published on the Agency’s website.

Entries added to the Candidate List on 8 July 2021:

Entry 1:

  • Substance Name: 2- (4-tert-butylbenzyl) propionaldehyde and its individual stereoisomers
  • Reason for inclusion: Toxic for reproduction (Article 57 (c))
  • Examples of use(s): Cleaning agents, cosmetics, in scented articles, polishes and wax blends

Entry 2:

  • Substance Name: Orthoboric acid, sodium salt
  • EC: 237-560-2
  • CAS: 13840-56-7
  • Reason for inclusion: Toxic for reproduction (Article 57 (c))
  • Examples of use(s): Not registered under REACH. May be used as solvent and corrosion inhibitor

Entry 3:

  • Substance Name: 2,2-bis (bromomethyl) propane1,3-diol (BMP)
  • EC: 221-967-7
  • CAS: 3296-90-0
  • Reason for inclusion: Carcinogenic (Article 57 (a))
  • Examples of use(s): Manufacture of polymer resins and in one component foam (OCPF) application
     
  • Substance Name: 2,2-dimethylpropan-1-ol, tribromo derivative/3-bromo-2,2-bis (bromomethyl) -1-propanol (TBNPA)

  • Reason for inclusion: Carcinogenic (Article 57 (a))
  • Examples of use(s): Polymer production manufacture of plastics products, including compounding and conversion and as an intermediate
     
  • Substance Name: 2,3-dibromo-1-propanol (2,3-DBPA)

  • Reason for inclusion: Carcinogenic (Article 57 (a))
  • Examples of use(s): Registered as an intermediate

  • Substance Name: Glutaral
  • EC: 203-856-5
  • CAS: 111-30-8
  • Reason for inclusion: Respiratory sensitising properties (Article 57(f) - human health)
  • Examples of use(s): Biocides, leather tanning, x-ray film processing, cosmetics

Entry 5:

  • Substance Name: Medium-chain chlorinated paraffins (MCCP) UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17
  • Reason for inclusion: PBT (Article 57 (d)) vPvB (Article 57 (e))
  • Examples of use(s): Flame retardants, plasticising additives in plastics, sealants, rubber and textiles

Entry 6:

  • Substance Name: Phenol, alkylation products (mainly in para position) with C12-rich branched alkyl chains from oligomerisation, covering any individual isomers and / or combinations thereof (PDDP)
  • Reason for inclusion: Toxic for reproduction (Article 57 (c)) Endocrine disrupting properties (Article 57 (f) - human health and environment)
  • Examples of use(s): Preparation of lubricant additive materials and of fuel system cleaners

  • Reason for inclusion: Endocrine disrupting properties (Article 57 (f) - human health and environment)
  • Examples of use(s): Not registered under REACH. May be used in manufacture of phenolic and polycarbonate resin

Note:

Due to a technical error, the EC entry 251-823-9, EC name: tetrahydro-4-methylphthalic anhydride was mistakenly associated to an earlier Candidate List entry Hexahydromethylphthalic anhydride [including cis- and trans- stereo isomeric forms and all possible combinations of the isomers]. The associated substance tetrahydro-4-methylphthalic anhydride has now been removed from the Candidate List. The substance infocard and brief profile are being updated accordingly. The ECHA apologise for any inconvenience this may have caused.

Background information

The Candidate List includes substances of very high concern that may have serious effects on our health or the environment. These substances may be placed on the Authorisation List in the future, which means that companies would need to apply for permission to continue using them.

Under the REACH Regulation, companies may have legal obligations when their substance is included – either on its own, in mixtures or in articles – in the Candidate List. Any supplier of articles containing a Candidate List substance above a concentration of 0.1 % weight by weight has to give sufficient information to their customers and consumers to allow safe use.

Importers and producers of articles containing a Candidate List substance have six months from the date of its inclusion in the list (8 July 2021) to notify ECHA. Suppliers of substances on the Candidate List (supplied either on their own or in mixtures) have to provide their customers with a safety data sheet.

As of 5 January 2021, article suppliers must notify substances of very high concern in their articles to ECHA’s SCIP database under the Waste Framework Directive.
