HSENI and local councils are responsible for enforcing health and safety legislation in Northern Ireland (NI). The law provides protection for overseas workers whether they are working here legally or not.

Insurance
The law says that you must have Employers' Liability Compulsory Insurance (ELCI) when you employ members of staff.
The majority of insurance packages or insurance polices which are sold cover three types of liability - employer’s liability, public liability and product liability. A brief outline of the differences between each of these is given below. -

As an employer, you must appoint someone competent to help you meet your health and safety duties. A competent person is someone with the necessary skills, knowledge and experience to manage health and safety.
If you run a low-risk business, health and safety is something you may be able to manage yourself without needing to buy in expert help. -
Training
As an employer you need to make sure that all your staff are trained well enough to be able to work safely. You must provide clear instructions and information, and adequate training, for your employees.

Accident records
Under health and safety law, you must report and keep records of certain injuries, accidents and cases of work-related diseases. This must include the date, time and place of event; personal details of those involved; and a brief description of the nature of the event or disease involved.

New Multilateral Agreement - Ammonia Solution
The United Kingdom has countersigned Multilateral Agreement M345 on 31 January 2022, under section 1.5.1 of the ADR concerning the carriage of UN 2672 Ammonia Solution in intermediate bulk containers with a vapour pressure of more than 110 kPa (1.1 bar) at 50°C or 130 kPa (1.3 bar) at 50°C.

Introduction to Workplace Transport
Vehicles at work continue to be a major cause of fatal and major injuries. Based on HSE (GB) statistics every year there are over 5,000 incidents involving transport in the workplace. About 50 of these result in people being killed. Estimates suggest that up to one-third of all road traffic accidents involve someone who is at work at the time.
